The Preparation
Mix yeast, warm water, and sugar; let sit 5-10 minutes until foamy.
Add salt, oil, and flour; knead until smooth dough forms.
Let rise covered in a warm place until doubled, about 1 hour.
Divide and shape into individual buns; let rise again 30 minutes.
Bake buns at 375°F for 15-18 minutes until golden.
Mix softened cream cheese with green onions, parsley, heavy cream, and cayenne.
Cut buns into quarters partway through without separating, or slice in half.
Fill cuts with cream cheese mixture.
Make garlic butter by combining melted butter with minced garlic and parsley.
Brush buns generously with garlic butter.
Return to oven at 475°F for 5-7 minutes until garlic butter is sizzling and tops are golden.
