The Preparation
Melt the cookies and cream chocolate bars and semi-sweet chocolate with butter using a double boiler method.
Stir in sugar, eggs, and vanilla extract.
Mix in flour, baking soda, baking powder, and salt.
Pour batter into a greased springform pan.
Bake at 300°F for 20+ minutes.
Top with sweetened condensed milk and additional chocolate chips.
Return to oven briefly to melt and set the topping.
