Cook rice in chicken broth according to package directions. Fluff and let cool slightly.
Preheat oven to 350°F. Butter a 9x13 baking dish.
Mix cooked rice with green chiles, sour cream, 1 cup of cheese, salt, cumin, and garlic powder.
Spread evenly into the prepared baking dish.
Top with remaining 1 cup of cheese.
Dot with butter.
Bake uncovered for 25-30 minutes until cheese is melted and edges are bubbly.
