Creamy cinnamon-scented rice pudding simmered with three milks and a whisper of citrus.

Rinse rice well.
Combine rice, water, cinnamon stick, and citrus zest in a pot.
Bring to a boil, then simmer 12 to 15 minutes until water is absorbed.
Add sweetened condensed milk, evaporated milk, and whole milk.
Simmer on low heat 20 to 30 minutes, stirring constantly, until thickened.
Remove cinnamon stick.
Stir in vanilla extract.
Serve warm or cold, topped with a sprinkle of ground cinnamon.
