Preheat oven to 400°F.
Whisk together flour, baking powder, and salt.
Cut cold butter into flour mixture until it resembles coarse crumbs.
Add rosemary, cheddar, bacon, and diced apple and toss to combine.
Add heavy cream and stir until just combined.
Turn dough onto floured surface, pat out and cut into rounds.
Brush tops with cream.
Bake at 400°F for 15-18 minutes until golden brown.
